Voting is not a commercial activity but a protected right. Both cartoons contrast this freedom that all voters may enjoy, regardless of income, to commercial activities many of them are too poor to enjoy, such as banking and flying. Only one is a system they may fully participate in, the artists are saying, and thank God it’s not subject to the same restrictions.
